Debra Hardy Havens

Debra Hardy Havens is President and founder of Capitol Associates, Inc. in 1984. She provides leadership and management to the organization as well as the firm’s clients. Capitol Associates has grown to one of DC’s premier bipartisan government relations firms. Services include: Washington Representation, consultation, strategic planning, identification of funding sources, Washington event planning, and management. Over the years, she is credited with the successful advancement of vital health and provider reimbursement legislation.

Ms. Havens has developed first-hand knowledge of the complex issues affecting the health care delivery industry. She translated her experience as a Registered Nurse into the role of Health Legislative Assistant to the late Congressman George M. O’Brien (R-IL). As the Congressman’s key staff person working with the Appropriations Subcommittee for the Department of Labor, Health and Human Services, and Education, and the Subcommittee for the Departments of Commerce, State, Justice and the Judiciary. She was responsible for all health care issues, including Medicare and Medicaid.

Ms. Havens is a member of many professional organizations, including American League of Lobbyists, Health on Wednesday, and the American Society for Association Executives (ASAE), Capitol Hill Business Improvement District (BID) and Sigma Theta Tau. She also serves as a volunteer for many political, philanthropic, and community interests. Under her leadership and work in the community, Capitol Associates, Inc. most recently received the 1st District Business Partner Metropolitan Police award in 2005. She is a well-known national lecturer on health issues and public policy education. Ms. Havens regularly contributes to several national newsletters and health care professional journals.
