Staff David A. Connolly AssociateDavid Connolly has been involved in numerous education, health, science, defense, and appropriation issues on behalf of the firm's clients since joining Capitol Associates, Inc. In particular, he has lobbied for increased funding for higher education for health physicists and for active duty military personnel, the continuation of research programs at the National Institutes of Health conducted in U.S. medical schools, the implications of the Yucca Mountain nuclear waste depository, low level radioactive waste disposal means, and homeland security for nuclear material which could be used to make "dirty bombs". Mr. Connolly served on active duty with the U.S. Army for four years in both the Corps of Engineers and the JAG Corps after graduation from law school. He represented the Roman Catholic Bishops of the United States with the Congress and the Executive Branch for over 10 years on a variety of issues. Subsequent to that, he was a partner in a Washington, D.C. law firm concentrating on health and pension plans governed by the Employee Retirement Income Security Act (ERISA). In 1999, he joined the staff of the House of Representatives Committee on Education and the Workforce, Subcommittee on Employer-Employee Relations (then chaired by future full committee chairman Representative John A. Boehner (R-OH) who is now the Republican Leader in the House of Representatives), the subcommittee that has primary jurisdiction over employer sponsored pension and health benefits. He worked on the Patient Bill of Rights, retiree health legislation, Mental Health Parity, Enron related pension legislation, bills to alter funding calculations based on the 30-year Treasury bond and other proposals to expand pension coverage under ERISA during the 106th, 107th and continued into the 108th Congress. Mr. Connolly graduated from Fordham University with a Bachelor of Arts degree in Political Science and has a Juris Doctor degree from Brooklyn Law School. He is admitted to the bars of the State of New York, the District of Columbia, and the Commonwealth of Virginia. |
